To accomplish the provisioning of a private static IP the IP must be routed through a WPLANx service direct connection into the wireless network.  Mobile Data Solutions maintains provides hosted access on behalf of its customers.  In order to create a secure pass through from the end device to the customer, a VPN tunnel is created between Mobile Data Solutions and the Customer.  The MDS APN resides in an offsite secure server collocation facility which provides for redundant power, multiple internet networks and hardware backup.  MDS monitors and manages the connection to the customer network and will provide data usage monitoring if required by the customer.
